As we head into the final RTD Board vote on a vehicle technology for the Northwest Rail and North Metro commuter rail lines, it is clear that a majority of my Board colleagues are inclined to support the staff recommendation for diesel-multiple-units (DMU). 

However, we are all aware of the significant public concerns regarding this technology.  Citizens and government officials have been vocal regarding potential impacts from increased air pollution emissions with a DMU system as well as greater vulnerability to the volatile fossil fuel markets.  

Also, as a result of heightened attention to the pending rail investments for the northwest corridor, many citizens are taking this opportunity to advocate for measures to address noise disturbances associated with increased rail traffic.  The anticipated loud horns at traffic intersections are particularly troubling.

In response to these concerns, I will be proposing a package of policies as an amendment to Tuesday’s Board vote on vehicle technology, The Responsible Rail Amendment.  I have attached a copy of the current draft of The Responsible Rail Amendment for your review.  But, in general, the policies I am proposing are designed to ensure that environmental factors, such as fuel efficiency and emissions, are amongst the top considerations in RTD’s evaluation of commuter rail vehicles.  I also am proposing a process for evaluating measures to reduce noise associated with train traffic in the Northwest Rail corridor.  This includes possible adoption of federal Quiet Zone standards.
