The Unlimited Access Pass Working Group, a panel of advocates for RTD’s various unlimited access pass programs (specifically, the Eco-Pass, the Neighborhood Eco-Pass, and the University Pass) along with RTD staff and Board representation, has now had four meetings since it first convened last summer.
As you may recall, my goal for the Working Group is to begin to build a shared appreciation for the true value of RTD’s unlimited access passes, both as a tool for generating transit ridership and a revenue generation mechanism for RTD, between RTD and pass advocates. Ultimately, we need to arrive at a pricing formula for these passes that is agreeable to all interests. The Unlimited Access Pass Working Group also is designed to address various concerns associated with administration of the three pass programs and efforts to increase availability of these unlimited access passes for lower income individuals.
The Working Group got off to a bit of a slow start, partially due to scheduling difficulties, but we are now clearly making significant breakthroughs in clarifying the mission of the unlimited access programs and identifying administrative issues that the working group is prepared to tackle. I have attached copies of the minutes for each of the first three Working Group meetings. Notably, the minutes from the third meeting contains the consensus mission statement for the unlimited access pass programs:
Overall Objective of UAP programs: Provides incentives for transit use and to increase mode share in a financially responsible manner.
The fourth Working Group meeting focused on building an initial list of administrative issues in each of the three pass program areas that need to be addressed (I will post this list when the next meeting summary is available). Recognizing that this issues list is not complete, Working Group representatives will be reaching-out to stakeholders for each of these pass programs over the course of the next month to identify other areas of concern that we can begin to tackle.

As a result of your email response to mine, regarding EcoPasses for retired CU faculty, I’ve now read through your UAP meeting reports and agree that the CU retiree group might well be another group that could be defined and therefore take advantage of the UAP and add to the ridership objectives.
I’m not sure how to go forward at this point. Clearly I need to keep track of your meeting minutes, if not attend your ‘local group’ meetings. I will also touch base again with the Faculty Council and several of the folks that were interested in this issue.
